According to the agency, the purpose of the kits is to reduce the spread of infection through cuts and sores when using glass pipes for smoking substances, the Beacon reported.
Cities such as San Francisco and Seattle have previously distributed smoking kits to their residents, as reported by the San Francisco Examiner and Reuters, respectively.
Louisville had let convenience stores sell them before reversing course and banning them, WAVE 3 News reported. Maryland also abandoned its smoking kit distribution plan after local law enforcement and African-American leaders criticized the legislative measure, according to the Beacon.

So, if one were to take this on it’s surface, the implicit inference here is that “underserved communities” are at a disadvantage in the aqquistion of drug paraphernalia. What we are to infer from this is that well served communities, have abundant access to drug paraphernalia and that creates a racial imbalance.
“Harm reduction”, would not assisting the drug addict by providing necessary paraphernalia to promotte the addiction contribute to harm?
Would not the taxpayer funds be better spent in efforts that 1) removed the supply of drugs available to addicts, see border enforcement and 2) getting these people into rehab?
Obviously some of them are beyond help and hope and the best solution mightbe to give them the virus vaccine. It has a proven track record of mortality and addicts who continue to abuse their additions generally end up dead…
I saw an interview with an addict in San Francisco last night and he was saying the cost of drugs has plummeted to ridiculously low levels. Thanks, idiot Biden; your policies make living a decent life more expensive but reduces the cost of living life as a drug addict.
Like I said long ago, I liked Trump because he spent taxpayer money like it was HIS; Democrats spend the money like it belongs to someone else. They don’t mind wasting it by the truck load.
For the life of me, I do not understand how supporting an addict is somehow helpful to the addict. Seems counter intuitive. But that is the democrat mentality.

Here’s a quick recap: “[A] $30 million grant program…will provide funds to nonprofits and local governments to help make drug use safer for addicts,” the Washington Free Beacon reports. “Included in the grant, which is overseen by the Department of Health and Human Services, are funds for ‘smoking kits/supplies’…these kits will provide pipes for users to smoke crack cocaine, crystal methamphetamine, and “any illicit substance.”
After the blowback for this ridiculous program, the White House is doing damage control. Essentially, the Biden Administration is both denying the crack pipes would be included in the “safe smoking kits,” while also admitting they don’t really know what’s in them.
According to the Washington Free Beacon, who’s been doggedly covering this story, after publication of a report, “[the] HHS backtracked in a Tuesday statement that labeled the story ‘blatant misinformation.’ When asked to explain what part of the story was incorrect, a spokesman said the story is ‘misleading and misinformed’ but declined to provide any information to refute the report.”
White House Press Secretary Jen Psaki says crack pipes were “never a part of the kit.” HHS Secretary Xavier Becerra says he’s is “focused on using our resources smartly to reduce harm and save lives….Accordingly, no federal funding will be used directly or through subsequent reimbursement of grantees to put pipes in safe smoking kits.”
But an HHS spokesman told WFB that it “does not specify the kits’ elements…only the parameters.”
So they don’t know what’s in the kit?
Here’s why crack pipes, in all likelihood, were going to be part of the kits until the blowback from a few common sense media outlets: previous “smoking kit” programs included crack pipes.
“Existing smoking kit programs in cities such as Annapolis, Md., New Haven, Conn., San Francisco, Calif., and Seattle, Wash., all include smoking pipes,” WFB reports.
So the Biden White House won’t tell us what the misleading information was; they can’t tell us what’s going to be in the kits; and they won’t acknowledge that crack pipes were standard in previous iterations of this program.
Sounds like they were going to hand out crack pipes until people got mad, no?
