Movies and TV have conditioned people to believe one shot will blow people away. Almost never the case unless it’s to the noggin and in high stress situations that is next to impossible.
We have been trained and will always be trained to aim center mass until the threat to your life or the lives of others is gone….period.

No. Not a social worker.
A crisis counselor is needed. A person who will be able to work with the parties involved, identify the particular crisis, and deal with the resulting psychic pain. A diplomat, in other words. Someone who will help the two parties get along.
Anything can be resolved with the right sort of counseling.

German police are trained differently and consequently kill far fewer humans as are police in the UK most of whom are unarmed

Can’t police simply apologize to the criminal for being part of the system that drove them to crime and beg forgiveness, asking them to be nice?

even with a center mass shot with a low powered 9 mm the criminal will still live 90+ seconds. police and federal agents do not carry high performance ammunition for fear of secondary hit-bullet passing through the body into another.
underwood ammo. buffalo bore, crossfire make excellent defense ammunition. only a few calibers will stop a criminal dead- 45 ACP, Sig .357, .357 mag and a super 40.
But a unprotected, liberal social worker will replace all of these. have a few hundred under the age of 30 killed on the job and see what the grieving parents and families will do.
The time tested double tap- two to the chest, center, mass and one to the head has always worked for me.

In my 29 years I’ve seen many people shot, by many different calipers, some more then a dozen times and they survived.
It was a running joke that POS gangsters can get shot a dozen times but a LEO gets shot in the pinky toe and dies.

If the suspect is no longer a threat to myself or others then no, you don’t shoot to nullify the threat since the immediate threat is no longer there. Now, if the suspect had just shot someone and a reasonable person would believe that this person will continue to shoot people then yes deadly force is justified.
If a mass shooter is running away from you shooting people then you bet your ass you shoot them in the back until the threat is neutralized.

So many idiots complain when an officer unloads his magazine at a dangerous criminal.
