Let me guess: Someone wanted it included in the ICA (intelligence community assessment) so that would give it official imprimatur and then it could be leaked.
And when it was rejected from the ICA, someone got creative and said, “Hey, let’s pretend to brief Trump on this so it will have the official imprimatur of a real-deal Holyfield White House briefing, and then we can leak it.”
As James Comey said: CNN told him they weren’t publishing the dossier because they needed a quote unquote “news hook.”

Comey referred to the dossier in the email as “the crown material,” according to Fox’s source. Comey confirmed in a Dec. 17, 2018 closed-door congressional interview that FBI analysts used to the term as a reference to Steele’s report.
That could just be a reference to Steele being British. Or it could be Comey’s suggestion that this dossier was the Crown Jewels of intelligence. Or it could be meant to mean both.
You guys have to read the whole thing. The conspirators are being forced to accuse each other. Chuck Ross’ article also recounts how the conspirators cooked up the fakey-fake “briefing” (which could then be leaked).
Sort of reminds me of all those people who claim they never supported Hillary. When something gets shit smeared all over it, seems some want to keep their distance.
The investigations must be getting close to the truth; the conspirators are beginning to blame each other.

We must be careful with phrases like bombshell and walls closing in, recycle of liberal click bait.
