McCarthy promises accountability as Barr reviews IG’s FISA report: ‘The closest we’ve ever seen to a coup’

House Minority Leader Kevin McCarthy, R-Calif., promised that guilty parties will be held accountable after Justice Department Inspector General Michael Horowitz releases his report on the FBI’s alleged abuse of the Foreign Intelligence Surveillance Act (FISA) in the Russia investigation, and predicted that former bureau leaders James Comey and Andrew McCabe will face criminal charges after what he described as an attempted “coup” to take down President Trump.

The report will address concerns with whether or not the FBI acted improperly in obtaining a FISA warrant to monitor former Trump campaign adviser Carter Page in the early stages of their investigation of Russian election interference and possible Trump campaign connections. The Inspector General’s office has already turned over a draft of its findings to Attorney General Bill Barr, and a final report is expected in the near future.



“We came the closest ever to this country having a coup, and now we need accountability,” McCarthy told Fox News’ “Sunday Morning Futures.” “I respect this attorney general so greatly, that the way he has handled this, he believes in accountability, but more importantly, he believes in the rule of law.”

When asked if there will really be accountability, McCarthy promised, “Yes.”

James Comey and Andrew McCabe, who were the director and deputy director of the FBI when the Russia probe began, have been the subjects of separate IG investigations, and McCarthy believes they will both face consequences.

“We will see an indictment,” he said of McCabe, who is facing the prospect of federal charges after Horowitz faulted him in a separate inquiry over statements he made during a Hillary Clinton-related investigation. The review found that McCabe “lacked candor” when talking with investigators, but the former FBI official has denied wrongdoing. Washington, D.C., U.S. Attorney Jessie Liu recommended charges against McCabe after the DOJ rejected his appeal.

Comey was chastised in a recent report from Horowitz that discussed how Comey improperly maintained records of his conversations with President Trump, and leaked sensitive information about the investigation of former National Security Adviser Michael Flynn. While the report found that Comey violated department policy, the DOJ opted not to press charges. McCarthy believes that there will be more to come for Comey.

“In the end, I do not believe that Jim Comey will get off,” McCarthy predicted, adding, “Anyone that has had any association with trying to create this coup should be held accountable.”

After President Trump fired Comey in May 2017, McCabe became acting director of the FBI. McCabe’s tenure at the FBI came to an end in March 2018 when then-Attorney General Jeff Sessions fired him in the wake of the IG report of his misstatements.

WASHINGTON—The Justice Department’s independent watchdog has completed a draft of a highly anticipated report on the FBI surveillance of a one-time associate of President Trump’s during the 2016 campaign, raising the prospect that the report will be released to the public in the coming weeks.

Justice Department Inspector General Michael Horowitz informed the chairs of several congressional committees that he had submitted a draft of his findings to the department and the Federal Bureau of Investigation for classification review, according to a letter reviewed by The Wall Street Journal. A public version of such reports is typically released after those involved in the report have had a chance to comment.

Mr. Horowitz’s report is examining the basis for FBI surveillance of Carter Page, who served as a foreign-policy adviser for the 2016 Trump campaign. Surveillance of Mr. Page was authorized by the secret Foreign Intelligence Surveillance Court in October 2016, shortly after Mr. Page left the Trump campaign. The court subsequently renewed the warrant on Mr. Page three times, keeping him under surveillance through much of 2017.

In its surveillance warrants, which have since been partially declassified and released, the government said it suspected that Mr. Page was the subject of “targeted recruitment by the Russian government.”

Mr. Page has never been charged with a crime and has long said there was no basis for putting him under surveillance. Special counsel Robert Mueller ’s report concluded: “The investigation did not establish that Page coordinated with the Russian government in its efforts to interfere with the 2016 presidential election.”

The surveillance of Mr. Page has become a lightning rod for criticism from Mr. Trump and his allies, who say the warrants against him had been improperly sought and were evidence of wrongdoing by the FBI.

As part of a bid to obtain a warrant against Mr. Page, the government cited the work of Christopher Steele, a former British intelligence agent whose work was paid for by the Democratic Party. Law-enforcement officials have defended that decision, saying Mr. Steele was a well-regarded researcher who had assisted in other law-enforcement matters.

They say they disclosed the potential conflict of interest over the Democratic funding of Mr. Steele’s work to the court, which didn’t see it as a hindrance to approving the surveillance on Mr. Page.

Mr. Horowitz’s team has been asking questions critical of law-enforcement decisions around the handling of Mr. Steele, according to people familiar with the matter. The inspector-general team has asked why the FBI continued to cite Mr. Steele as a credible source in the renewal applications, the Wall Street Journal has previously reported.

Attorney General William Barr has also launched a separate inquiry into what he termed “spying” on the Trump campaign, language he said was benign but that echoes Mr. Trump’s frequent criticisms of the investigation. That probe is separate from Mr. Horowitz’s investigation, but the two men have talked, and Mr. Barr said the inspector-general’s office would be working closely with his staff on the review.
