There is a group of people within America’s Welfare Class that is metastasizing into a downward spiral of decadence and depravity. The nature of a Welfare System replicates itself and gains in power and funding by rewarding those who exist as parasites, fuels the cancer of degeneracy or an entitlement of the most useless.

Unfortunately, there are Americans who have factors in their life that predispose them to being wards of the state. This article is not meant to demean their plight or condition, but rather, this sense of victimhood that is building among ever increasing group of able bodied that see the Welfare System as means of existence to be manipulated in order to work their way up the ladder of life and success.

These are generations lost, their numbers are growing and the system is encouraging their sloth, laziness, and degeneracy. The Bouchards epitomize the darkest side of this entitlement system.

Alicia Bouchard Encouraged Sexual Relations Between Her Husband And A 12 YO To Gain Extra Government Money

A child of 12 years of age was placed in the care of the Bouchards and was encouraged to have sex with the “Man” of the house so that the couple could claim welfare money and benefit when she became pregnant.

The Carefree Husband And Playboy Was Willing To Work To Get Ahead

An investigation started when the girl was suspected of being sexually molested. Apparently the 41 year old Alicia Bouchard encouraged the sexual relations, but made sure the relations were within certain standards of decency by serving as a chaperone and observing the statutory rapes committed by her husband Mathew, 26 upon the 12 year old girl.

Normally, the case is filled with alleged and suspect phrases, but in this particular case, that has yet to go to trial, Ms Bouchard wrote the girl a letter apologizing for forcing the girl to watch she and her husband have sexual relations and that it was wrong for her to have watched the girl and her husband having sex. Ms Bouchard has also expressed regrets; she wrote, ‘dang sure [she] should not have allowed [her] to have sex with Matt.”.

It is obvious that Ms Bouchard is overwhelmed with remorse as to the whether the incident was a wise decision; especially, now that she and her husband are in jail awaiting trial. Ms Bouchard has been booked on charges of being a principal to sexual battery, soliciting sexual activity with a child, and being a principal to child abuse, her bond has been set at $70,000.

If this were not a Liberal program, they would be asking whether Matt was at for committing the rapes or was it the circumstances that raped the girl for the purposes of getting welfare benefits.

Promoting dependency, of able bodied people, upon government creates a parasitic relationship that inevitably causes individuals to lose their integrity and self respect. The system is self-perpetuating since it works to their advantage to breed more to get more dollars, normal considerations concerning the middle class play no part in the decision to have a child.

From personal experience, I have talked to my workers who feel it is okay for very young girls to have a baby because the government pays them to have children and it is seen as an alternative to having a job. Actually, it is seen as a job; the government is paying young girls to have babies and to raise them. In the mind of the welfare recipient, the government is seen as a very benevolent government that is encouraging this explosion of the welfare class. Thus the government is promoting the concept being fruitful and multiplying among those least able to care for the new wards of the state. Liberalism provides for its own increase in funding and power by creating a breakdown of traditional values and the eventual tyranny of the welfare class.

Epilogue: This is a disgusting subject with despicable people. I hesitated publishing this for several days because of the ugliness it represents; unfortunately, the events and people are real and many more are thriving in this welfare system that has been allowed to run amuck with corruption and fraud. Until the system is overhauled, we should know that degenerates like these will be working the system to their advantage.

Excellent article Skookum. I have an observation that lends itself to the premise of your article; or at the very least is in the same vein.

I have been father to 8 children between two marriages. My previous wife passed on and I met a wonderful woman who had three children. We then had a child, so it is a “yours, mine and ours” situation. All but two of the children I raised/am raising are now adults and so we have our youngest, and one teenager in the home.

My 17 year old son has a friend that comes from a well to do, albeit not wealthy family. He, too is 17 and has emancipated himself. Recently he found himself homeless and, on the request of my son he has been allowed to stay with us for a couple of months until he gets his situation straightened out.

This young man is respectful, helps out with household chores and does his part to pull his weight in our home. I also found out that he is enrolled in the food stamp program, called “Link” in our state. He has mostly been taking care of his own food because of this, although on the 3 or 4 times a week when my wife cooks a big meal, he of course eats with us.

Being that it is close to the end of the month, he was down to his last few dollars on his monthly food stamp allotment. When he and a friend of his went to the store the other night they thought it would be great entertainment to purchase a few 2 liters of Diet Coke and several packs of Mentos.

When I heard what they had done, I read this young man the riot act, then I stormed off and went to my computer to calm down, lol.

The next day he and I were watching a show on the Discovery channel about a man who went around the world climbing and repairing wind turbines, we got into a discussion about how the green energy industry would not be able to survive without government, or as I put it, taxpayer money.

I explained that lots of folks, like his parents, who worked hard for their money paid taxes and the government saw fit to redistribute that money to causes it saw as worthy. In this case, it was corporate welfare, but I also pointed out that his food stamps was exactly the same thing. That it was a social safety net and that as a recipient I was of the school of thought that he owed those who provided him with it a debt of at least spending it wisely. Thereby explaining my anger at his actions of the night before. It turned out to be a learning experience for him and he seemed to come away with a different view of his role in the food stamp program.

I don’t want to come off preachy or anything, I just wanted to at least expose him to another point of view.

SKOOKUM, YES, those storys have to be told, because nobody in the government wil properly tell recipients who are abusing the system that it’s over for the goodies, and this money they receive
come from the taxpayers,someone should take a reading on all the recipients ask them who pay for them and where does the money come from,
you’d all be surprise of the results, and when they would hind out that would open their eyes on some of them, to use the money wisely, and to vote for the people’s movements like the TEA PARTY ,

I am appalled by this type of behavior.
Unfortunately, it is not rare at all.
It might be discouraged here when done by such as this couple but….
European welfare states were designed on the assumption of a cultural unity and set of values wherein people considered themselves a part of the broader society.
Where people wanted to contribute to that society (as opposed to subjugating it), and lived in monogamous family units.
European welfare states did not count on a population growth artificially spiked by unrestrained immigration.
It did not count on a growing imbalance of producers and consumers of resources made worse by the native population’s acquired distaste for reproducing, the influx of populations expecting to be supported, and spun further out of control by the unwillingness by the establishment to stand up to taxpayer-funded polygamy, and to demand that the able-bodied work to support themselves.

Yes, in Europe forced marriages of little girls is quite common.
They may or might not be a man’s 1st wife.
If not the 1st wife they are quite liable to be sexually abused and blamed (then beaten) when household chores go wrong.
There are thousands of ”no-go zones” all over Europe where the European police/fire/rescue will not go.
Sharia reigns in these areas and girls are mistreated as in your article BUT with no legal recourse.
Even terror leaders are on the dole in Europe.
They do worse than abuse one little girl.

Good article Skookum! But what to do? I worked with grandmothers, their daughters, and their daughters all receiving some form of government assistance in various amounts. There are small towns that are mostly made up of government assistance offices, and staff. All the programs are too numerous to list. These little towns are normally the county seat. These special little towns receive a special designation from the government to provide services to indigent and other low-income people are encouraged to move there so all their needs can be met with in a small radius. I was a circuit rider for 11 counties in texas, I saw once thriving towns become dilapidated shells of of what they once had been. You can imagine why. In many cases all the high income end workers work for the state of texas, judges, probation officers, guards, administrative staff, directors, parole officers, nurses, doctors, etc… Its a booming business paid for by yours dearly, you and me. And here is the multi-billion dollar question: Who do 99% of all these people in the system and the workers vote for?” The people who will ensure that the system stays the same. The border states suffer the most, but now we are seeing other states affected by this same problem as more illegal aliens push futher inland to get their fair share of the system. And yes their are other races in this mix before someone picks up the club of racism. Add that number to the evergrowing number of people in the system, and you can see why some politicians love the social services. These poor people are seen as a deep pool of voters, and potential voters to draw from. Not counting all the people that serve them. Thats why Perry and other politicians refuse to tackle illegal immigation in any worthwhile sense. He knows that to restrict access to the pool will lessen his chance at getting elected. He needs the Hispanic vote. And before some else picks up that same old club of racism, many of my friends are hispanic and feel the same way I do. There are conservative hispanics believe it or not. The liberals have a name for them, its a mexican roll brown on the outside, and white in the middle, like oreos for blacks who are conservative.

You know, I think that everyone receiving food stamps should have someone like you or something which gives them pause to reflect/remind upon where it all comes from. I wonder how many collect their food stamps without bothering to care- just a free lunch grown on a tree without appreciation for where that comes from.

In my small town, a police officer was directing traffic for a fire when a drunk ran over him and he lost both legs. Now, he could have gone on welfare for the rest of his life, along with his family, but instead he became our P.D. dispatcher and the city council agreed to continue him on the salary path he had been on. Neighbors, friends and church member got together and had fund raisers for him and his family, allowing them to stay in their home which had a mortgage, until he could return to work.

The answer is the old form of charity, not the new form of wealth redistribution.

Out of control immigration may be the single most destructive force now affecting and infecting the North American Continent. Immigration Once meant that you came, but had to make your own way. Today, the welfare system will catch you, and way too many arrive Knowing that and expecting it. The system is abused beyond reasonableness by too many already here and by too many newcomers, and the burden is unsustainable.

Canada is in even worse shape, and refuses to acknowledge it. Its immigration Industry uses the fact that if you’re a student, any student of any age, you get free healthcare after 3 months. Schools and bogus colleges have sprung up in every strip mall to leach off the taxpayer and the new comers, sweeping in principally from Asia. Once the “student” has Landed, he/she can sponsor in a whole village into the country. Hundreds of millions of dollars are being made/stolen. Many Asian restaurants are in on the immigration game – cheap labour which they sponsor, and a piece of the fees. But abusers are sliding in from every other Continent.

I point this out because I’ve seen no one anywhere in the MSM address this coming reality under Obamacare, nor the holier-than-thou hapless pretense of the left, that it Really cares about the “downtrodden.” But the left is effective at pandering for votes from the most recent immigrants, principally those from Mexico.

When you overwhelm a system, it breaks. If immigration isn’t managed effectively, the taxpayers’ ability to “provide” will be drained beyond repair. My sense is that the tipping point in the U.S. and in Canada has been passed.

I have no complaints about the content of the article and using a white couple as the example certainly SHOULD stop the trolls from labeling you as a racist but, please, have someone proofread this and correct it for typos, etc. Some of the sentences lose their impact. I give this advice without rancor. I’m a fan of the blog and its authors.

@James Raider: I agree completely sir. And I doubt that we will see anyone like you and mata said that will come forward to address the issue. All your points were and are valid. Look at europe, many of those countries have realized too late that open immigration has been a major player in the destruction of their economy. And are now speaking out, and taking action to tighten their borders. The liberals in those countries are fighting them tooth and nail, and using the same old techniques of screaming racism, and fear to stop them. That was interesting about Canada. We have our hands full down here on the southern border which is as pourous as a fishing net, little time to look at the Northern side. I can drive 15 miles to the local store here and find 10 to 15 people who don’t speak english at all. Someone had the bright idea to build a Mega Gas Station there. Its grand central station 24/7 .Its one the main corridor where many illegal aliens come up from mexico. Its also one of the major drug routes north. It’s not uncommon for them to approach a gringo like myself and ask directions by giving me a map with a red x on where they are headed. Some can speak a little of texmex like I can. call the law? What a friking joke! They just built a mega cop shop in this little town without a walmart, no major supermarket, nothing. But we got more law than citizens. Thats our claim to fame. I always tell them they are headed the wrong way, to turn around go back the other direction. I get these quizzical looks.

For the historically challenged, non-citizens voting not only have a rich history of voting in local, state and federal elections in 40 states and federal territories, but non-citizens still currently vote in seven jurisdictions in the United States.

That’s only the “legal” voting history of non-citizens. The environment for voter fraud is ripe since most states will not allow proof of citizenship. Then, of course, there’s all those dead people and felons who vote…. of which the former can be stolen IDs to cast illegal votes.

However, like all idiot laws that Congress… both parties…. create, enforcement of their supposedly well-intentioned, but poorly written legislation generally falls into a seriously Constitutional challenged category. Yes, welfare recipients are supposed to be citizens. But are those welfare recipients required to show proof of their citizenship prior to receiving benefits? And would showing that citizenship then be yet another huge uproar legally? But of course…

I am not quite sure where you are getting your information. But you basically are off the track.

Illegals do vote. Example: Henry Bonilla, a Texas Republican was running for a district whose lines had been redrawn due to the 2000 census. Bonilla, a popular man in his district, was challenged by Ciro Rodriquez (D) (and a couple of others whose names I don’t remember). Bonilla won by 49%, against the other challengers leaving Rodriquez in the dust but because he didn’t take a full majority, there was a run off. Bonilla was still the favorite to win, but the district got pummelled with La Raza and ACORN workers, and Rodriquez, to everyone’s surprise won by a healthy majority. A campaign worker for Rodriquez admitted that she had “vote mined” for Rodriquez. She hit the nursing homes in the district, offered to fill out the absentee ballots for the seniors residing in those nursing homes but checked Rodriquez’ name, no matter who the patient wanted. The very agency that sent the absentee ballots out had told her the day before they were mailed so she could be ready to “vote mine.”

But revenge is sweet, and Rodriquez was defeated by Franciso Canseco last November.

It was later discovered by the Texas Attorney General’s office that a number of illegals had voted in that election, recruited by workers for Rodriquez. You see, at the time, you could register in Texas using as I.D. a library card, a utility bill, a pay check stub and no photo I.D. to register was required. Or, you could use the MotorVoter registration and if it wasn’t returned by the post office, an illegal had a legitimate voter registration card. Recent voter I.D. laws in Texas have changed all that.

Now to your question about how many fit that description of the welfare recipient: have you ever driven through a public housing unit? Do you see the place filled with those suffering from physical handicaps that would prevent them from finding work? Or do you see the place filled with overweight baby mammas whose only talent seens to lie in having children? Have you watched as they sit outside their airconditioned apartments, smoking and drinking Red Bull? Do you see them at the grocers because if you do, chances are they are not in wheelchairs or riding around in those scooter carts unless they are so obese they can’t walk around the store.

As to the “every person receiving food stamps must be a citizen” crap; no, that’s not true. California doesn’t even ask a person’s legal status when giving food stamps (a program run by the states although mostly funded by the feds). And those food stamp cards, like the Lone Star card, in Texas are given to women who are illegal if they have a child they managed to drop at a U.S. hospital. They are also eligible for public housing, Medicare/Medicaid and TANF payments.

As to the military: provide your source.

Now, you may disagree with TARP, I know I did. But you failed to acknowledge that TARP was a Patrick Kenney bill, but knowing that Patrick boy subscribes to the family tradition of being a drunk, he had to have help to write TARP, so he called on his good friend, and tax cheat, Timothy Geithner to write it for him. So yeah, one of your beloved Dems wrote the bill that bailed out the banks and Wall Street that contributed so freely to Obama’s campaign.

Any child that receives three meals a day at school should be living in an orphanage because a parent that can’t even feed their child a decent dinner is not a parent, but is an adult that lives in a home where a child also lives.

@James Raider: The jury is still out on that one for me sir. Not to make a unecessary argument either. My hispanic friends and staff debated this very topic quite often. In short some of them from 2nd and 3rd generations were old school and voted republican, many of them did at least. but the new generations were voting democratic, not all mind you. Many of them do agree that something has to be done or there will be nothing left for anyone. And many more get really angry at those who get a pass to citizenship, mostly the older generations. And the older generations some of them get furious when the younger ones speak spanish. They get read the “this is America! You are an American first, a hispanic second!” We have some very good older hispanic friends who don’t understand the lack of patriotismin the younger generations. Especially when they see hispanics over here marching in the streets waving flags of Mexico. “Then go back if you love it so much.” Which leads to the debte as to why they came here to America. It would be interesting to find some valid research that has been replicated and duplicated that demonstrates as to what political party hispanics to belong to and their voting patterns, ages, and how long in America.But most of the research i have found is tainted when looking at where their funding came from. But in the end Ithink that the democrats have done a much better job at priming all minorities to vote for them once they are citizens.

For the effort it took to look up these guys, you could have found a few dozen black welfare rats just as bad.

Since you obviously seem bent out of shape… your natural state, from what we can tell… about the 2000 election (which was vetted post election by the media, and still had the same winner that you obviously didn’t want…), one would think that you would want at least your state to eliminate the potential for election fraud by actually providing proof of citizenship prior to voting. Personally, I have no problem with this. I have to show my drivers license and/or ID for a zillion other things. Why not for the more important moment of voting?

And I might remind you that all elections for the POTUS are, technically, a state election but for a federal elective position. Ain’t that a mind bender….

Thank you for writing this. I know of lots of abuses in the system, although it’s not welfare per se, it still is. I work at a foster parent for kids who behavior problems. Most of our kids have families, some do not. Most are in the custody of social services, a few are parental placements. The particular girl I have now is 17, soon to be 18 at which time she will be released because she wants to. She could stay in the program until 21, get 2 years of paid community college, continued free health care through Medicaid, and an apartment of which $655. is paid for her for a time.

The problem is this girl comes from a family that although is not well off, are definitely working on her father’s side. The mothers side is trash, I say reluctantly. But her father is a deputy sheriff, and his mother works at the courthouse. The girl was placed because she didn’t get along with dad, who is remarried. And of course, her mom helped that along. She was placed in a group home for a couple years, and then this program. Her family pushed for her to get braces, so that Medicaid would pay for them and they would be off the hook. I don’t know what they cost, but she got them and we paid for them. I get paid for her to live with me, and also there is a paid therapist, a behavior specialist, and her phsyco doctor who had her on Strattera and another med for a time. All of this money put into each child in this program. I’m guessing at least $1000 a week, maybe more. And how many kids have been changed? I have done this for 6 years now, and have seen just 2 or 3 what may be called a success, as opposed to many who are failures. This is another form of “welfare”. Just give your kids to social services and let the tax payers pay for their upbringing. Then when they turn 18, the return home to mom, which is exactly what this girl is going to do.

Don’t get me started on the food stamps abuse/fraud I’ve seen. While there are those that need them, I’ve seen and worked with too many who would rather bilk the system than work hard.

Yeah, drive through a housing project. You will be amazed at the number of able bodied people who live in them. These are NOT people who are physically incapable of working. They are mostly people who have made really poor choices in their lives (quitting school, having children out of marriage, drugs, alcohol, etc) but think they deserve to be taken care of by the people who made better choices.

Frankly, if you have a child that you cannot afford because you are a slacker, that, in my book, should constitute child abuse.

And I would remind you that your study on the military food stamp problem was from the days of Bill Clinton’s administration. That should tell you all you need to know. Perhaps that is why the attrition rates in the military were so dismal under Clinton.
