		<description>Bartman is correct, the War College is a senior DoD school for Colonels and seeing how congress works (and does not work) is essential for them as these officers are the ones formulating budgets, programs and unit needs for every echelon of the Army and other sectors within the DoD ( all of which congress oversees, authorizes and pays for... when they vote).

It might also horrify Mr. Stark to know that several officers work within Congress and the Executive branch as liaisons, senior fellows, and advisors.  It is all part of that civilian oversight thing the US has with its military.

We also have officers and NCOs going to college and other schools at this time too.....  Someone make sure that Mr. Stark has some Nitro for his heart.

It does not drain from our combat ability that these senior field grade officers and others are in school.  NOT having these officers and soldiers in schools does drain our combat ability.</description>
