		<description>The thing for me is how in the world did the NYT end up with a PHYSICAL copy of a letter with a distribution of 5 people?  There were 3 CC&#039;s listed at the end of the letter, the DNI, the White House chief of staff and the White House Security Council.

Ignoring for a moment the actual content, this is more than a &quot;leak&quot; in the sense of &quot;according to officials&quot;.  The NYT somehow obtained a copy of the actual document itself. THAT is to me the main story.
