There were 3 CC's listed at the end of the letter, the DNI, the White House chief of staff and the White House Security Council. Ignoring for a moment the actual content, this is more than a "leak" in the sense of "according to officials". The NYT somehow obtained a copy of the actual document itself. THAT is to me the main story. The thing for me is how in the world did the NYT end up with a PHYSICAL copy of a letter with a distribution of 5 people? There were 3 CC’s listed at the end of the letter, the DNI, the White House chief of staff and the White House Security Council.
